International audience ; In recent years, the sale of public land has become a fairly widespread financing solution: capital gains obtained from the sale and redevelopment of public land, and secured through the planning system, are employed to fund new public infrastructure or facilities. While this is often presented as an optimum solution for hard-up public authorities, this paper draws on the sociology of policy instruments to shed light on the unspoken political choices and uneven distributional effects of landbased financing. These choices concern the aims of public land use (where financial uses are prioritized over redistributive/productive uses), the roles played by public authorities (whose role as speculative landowner is prioritized over that of land use regulator), and the coordination of both land sales and redevelopment (where market coordination is prioritized over political coordination). Based on a casestudy of the Ministry of Defence Estates London (MoDEL) project, this paper shows how these choices have been institutionalized into binding financial calculations and contractual agreements that actually limit the use of public land, overlook alternatives, drive up land values and exacerbate exclusionary effects.

En mobilisant une analyse de réseaux, cette monographie montre que le développement du marché de la location de courte durée s'accompagne de l'affirmation de nouveaux acteurs collectifs dans la sphère politique locale et d'une reconfiguration de domaines d'action publique consolidés, dont le fonctionnement interne et les frontières sont mis à mal par cet objet politique émergent.

First, the paper discusses why the development of virtually mediated peer-to-peer exchanges is a significant facet of contemporary urban change. Second, it develops a literature review clustered around five main empirical questions that may be relevant to urban research (the nature and boundaries of platform-mediatedexchanges; their size and socio-economic organisation; their income and spatial distributional effects; their effects on existing markets; and their regulation and governance). This reveals that virtually mediated P2P exchanges have so far been addressed as a phenomenon sui generis. As discussed in the concluding section, urban research now needs to consider them within their broader urban contexts and in the light of sociological and political urban theory, in order to understand the mechanisms through which they interact with ongoing processes of social, spatial, economic and political restructuring of cities.

En prenant pour objet les réformes de la carte militaire en France entre 1989 et 2012, cet article étudie comment les intérêts locaux contraignent et sont intégrés aux politiques de retrait de l'État qui suppriment ou réorganisent des activités et des investissements publics dans les territoires. Face à un risque de blocage et de changement du contenu des réformes militaires par les acteurs locaux, le ministère de la Défense met en place une politique de maîtrise des mobilisations des élus et de gestion des effets de réformes sur le développement des zones touchées. Cette intégration des intérêts locaux aux réformes s'explique non seulement par le multi-positionnement des élus, mais également par les politiques nationales d'aménagement du territoire, les deux fonctionnant comme institutions intégratrices territoriales dans les politiques de retrait.

The article explores the territorial dimension of the reforms that remould state administrations, which is overlooked by both public sector and territorial politics literatures. It is based on a fine-grained case study of how the emergence of an administrative reform aimed at strengthening market coordination in the management and sale of public real estate in France has affected previously existing forms of military real estate management that relied on central and local political bargaining. While existing literature argues that market-oriented administrative reforms tend to side-line political regulation, this reform entails a differentiation rather than a replacement of the operating codes of the state in territories. Indeed, policy change through layering causes the consolidation of different land regimes, a planning-oriented one and a market-oriented one, that apply differentially in territories and leave the local governments with uneven rooms of manoeuvre for political negotiation.

À travers une analyse des projets d'aménagement pour la reconversion des sites militaires dans trois villes italiennes – Rome, Tarente et Udine –, cet article contribue aux débats sur l'évolution des relations entre les gouvernements urbains et l'État depuis les années 1990. Il montre l'échec des négociations autour des projets urbains et l'émergence de nouveaux conflits entre les villes et l'État. Alors que les travaux sur les villes ont mis l'accent sur la construction d'accords localisés dans la production des politiques urbaines, le cas des sites militaires amène à défendre l'idée qu'un modèle territorial décentralisé, mais également structuré par des logiques étatiques de retraits et de coupes budgétaires, produit de nouveaux conflits entre centre et périphérie.
